That's an entirely separate topic. To enable ESS in EHP5 and later, there are steps that have to be performed. It of course depends on what is already configured in your system and what is in scope for ESS. You should be able to find many guides on the subject here on SCN. I don't think the activation of business function generates the PFCG roles. They PFCG roles either exist in the system or they don't. Apparently they don't so I suspect you are either looking in the wrong place, you don't have the required authorizations or your system doesn't have the required system component versions.
