Right click on the installer file say install.exe. Go to properties, compatibility tab and select the relevant OS that you are using say Windows 7 as shown in the screenshot below.
When you are done with this...Right click on the installer again and select "Run as administrator".
Re-install the download manager and execute the application. Best of luck..!!
