If I have understood correctly, otherwise please elaborate what you intend for?
So you have a single system PRD installation, you would like to Distribute it i.e. Distributed Installation as in CI/DI/DB are on separate servers? as I understood that you will have new servers thus new hardware keys.
Regarding the user licensing, once your PRD is distributed, your users will still come from the one source. So the earlier licensing is still applicable right? You have procured x licenses for particular SAP named user type and you will operate under that cap of license across your SAP Landscape. Right?
So if I have got your question correctly, it will still be covered under same license policy.
As a simple fact of SAP License policy, if you have procured x no. of SAP Licenses you are bound to assign and use those many licenses UNIQUELY across your SAP Landscape, irrespective of which SAP System you are consuming in whatsoever installation type.
The total unique must be capped by the licenses procured.
However, you might need a new SAP License(Installation) key now after change of HW key, but thats a different agenda I think.
